HASTINGS, VIC — Local resident Tracey Asquith has launched two parliamentary e-petitions urging the Victorian Government to introduce the draft Animal Care and Protection Bill, aiming to replace the current Prevention of Cruelty to Animals Act 1986.
The first petition, submitted to the Legislative Council, is sponsored by Georgie Purcell MP of the Animal Justice Party and has garnered over 1,200 signatures. The second petition, directed to the Legislative Assembly, is sponsored by Paul Mercurio MP, the Labor member for Hastings.
Asquith’s campaign was sparked by community concern over the alleged neglect of more than 30 horses at a Mount Eliza property on the Mornington Peninsula. The situation prompted a local protest and widespread media coverage, highlighting deficiencies in the current animal welfare legislation.
The proposed Animal Care and Protection Bill seeks to enhance the powers of inspectors and improve the enforcement of animal welfare laws. Supporters argue that the existing legislation hampers timely intervention in cases of animal neglect and cruelty.
Both petitions remain open for signatures, reflecting growing public support for stronger animal welfare protections in Victoria.

Maxine Fraser Horses Update

On 25 May, tensions escalated in the Mount Eliza horse welfare case as 70 to 80 protesters gathered outside Maxine Fraser’s property on Moorooduc Highway. The demonstration intensified following allegations from neighbouring properties that Fraser put down a horse and burnt the animal’s remains in the early mornings.
