David Lau, 49, died on 22 August. He was the eldest of four adopted children and leaves behind three daughters.
His sister, Bethany Lau, says one of his daughters is too young to understand the loss.
Bethany is calling for better mental health and addiction support on the Mornington Peninsula following her brother’s death.
She believes the mental health system failed David and says people experiencing mental health and substance use problems deserve to be treated with dignity and care.
She wants to see better support for people seeking help and their families.
