The Victorian Government is considering an amendment to the Mornington Peninsula Planning Scheme to enable the development of a new Hydrogen Production Facility in Hastings. This facility would work alongside the existing Hydrogen Liquefaction and Loading Terminal, both of which will be included within the Special Control Overlay 12 (SCO12).
The proposed amendment, known as Draft Amendment C304morn, aims to support the development of the hydrogen facility, which is being requested by Spiire on behalf of Energys Australia Pty Ltd. This project aligns with Victoria’s broader renewable energy goals, supporting both local economic growth and the transition to cleaner energy sources.

The proposed hydrogen production facility would operate in conjunction with the existing liquefaction and loading terminal at the Port of Hastings, contributing to the region’s role in hydrogen production and clean energy.

Before making any decisions, the Minister for Planning is seeking input from affected parties. The consultation period is open until 20 December, giving community members and stakeholders the chance to share their views on the proposal.
