Dear Editor,
The Nepean by-election prompted suggestions for a new hospital in Rosebud.
Before everyone gets carried away promising such a structure, and I agree it is sadly lacking, it might be wise to know how the system works.
A local MP can advocate strongly for a hospital, but the decision and funding ultimately come from the Victorian Government through the state budget.
No single candidate—independent or party—can promise to build a hospital unless the government of the day approves and funds it.
This is where people power comes into play!

Editorial note: Any funding commitment made by a party in opposition is conditional on the candidate being elected and the party going on to form government.
