Frankston Council Endorses Bold New Four-Year Vision for Community and Wellbeing

Frankston City Council has endorsed a new Council and Wellbeing Plan for 2025–2029, shaped by extensive community input and designed to deliver lasting outcomes in health, inclusion, climate action and local development.

FRANKSTON Frankston City Council has officially adopted its new Council and Wellbeing Plan 2025–2029, setting out a four-year roadmap aimed at building a healthier, more inclusive and sustainable city.

Endorsed at the 23 June Council meeting, the strategic plan was shaped by over 1,300 community contributions and integrates both the traditional Council Plan and the Municipal Public Health and Wellbeing Plan into a single, cohesive document.

Interim CEO Cam Arullanantham said the plan represents the voice of the community and reflects the shared priorities of residents and councillors alike.

“This is a plan built by and for the Frankston City community – and we’re proud to bring your vision for the future to life,” Mr Arullanantham said.

“More than 1,300 residents shared their hopes, priorities and ideas. What we’ve delivered is a roadmap that turns that feedback into focused, measurable outcomes.”

The plan aligns with Frankston’s refreshed Community Vision 2040 and focuses on four strategic outcomes:

  • Healthy and Inclusive Communities
  • Natural Environment
  • Connected Places and Economy
  • Council Performance and Leadership

It also identifies three core health and wellbeing priorities: supporting healthy and resilient communities, fostering inclusion and connection, and promoting safety, respect and equality.

Cr Sue Baker said the Council is now focused on delivering on its commitments.

“Our community told us what they wanted and their aspirations for the future – and we’ve listened,” Cr Baker said.

“Now it’s about turning expectations into action. Whether it’s tackling climate change, improving safety, building a more connected city or boosting wellbeing – we’re focused on delivering real, lasting outcomes for everyone in Frankston City.”

The Council and Wellbeing Plan will be delivered alongside annual budgets and action plans to ensure transparency, accountability and ongoing community engagement.
