Community Demands Action Over Horse Welfare at Mornington Peninsula Protest

Community anger over horse welfare concerns at a Mount Eliza property reached a tipping point yesterday, with hundreds of residents gathering to call for urgent action. STPL News brings you this story.

Mornington Peninsula, 27 April 2025Community anger over horse welfare concerns at a Mount Eliza property reached a tipping point yesterday, with almost 200 residents gathering to call for urgent action from authorities.

The peaceful protest, held near the property boundary, follows years of allegations of documented neglect, and more recently a 2023 incident where a distressed newborn foal reportedly died after delayed veterinary care.

In a newly released video produced by STPL News, protest organiser Carly Wines described the event as a stand against “systemic neglect and abuse.”

“We’ve witnessed carcasses being pulled into piles and set on fire in the paddocks in front of other animals,” Ms Wines said.
“This needs to stop. We want a long-term solution, not just short-term fixes.”

Director of Herd Harmony, a not-for-profit organisation Miriam also spoke at the event, citing concerns about indiscriminate breeding practices and ongoing health issues among the horses.

“This is not hoarding — this is irresponsible breeding resulting in deformities, suffering, and death,” she said.
“The RSPCA needs to flex their muscles, not be impotent.”

A Longstanding Pattern of Concern

The owner has a controversial history.
Despite this intervention, residents allege that conditions have deteriorated again.

In 2023, a distressed newborn foal was seen lying unattended for hours at the property’s fenceline, ultimately dying without receiving timely veterinary care.

Bystanders reported difficulties in securing assistance from authorities at the time, further straining community trust.

The current investigation, triggered by new evidence of malnourished horses in 2025, marks the third major community outcry connected to the property within eight years.


Community Demands and Political Pressure

Protesters are demanding several immediate actions, including:

  • The removal of surviving horses.
  • Legal action against the property owner.
  • A permanent ban on the owner from keeping animals.

Organisers have also called on local political candidates to take a stand, particularly given the current federal election campaign.
Some candidates have expressed support via social media, but no politicians were present at Saturday’s protest despite being invited.

“Surely, a week out from the election, they would want to tell us how they feel about animal cruelty in their electorate,” Miriam said.

For legal reasons, the identity of the property’s owner cannot be disclosed.


Official Response and Next Steps

RSPCA Victoria has confirmed an active investigation is underway.

In a public statement, the organisation reported that seven underweight horses have been identified, and that the owner is cooperating to improve conditions.

RSPCA Victoria also urged community members to allow due process to unfold, citing concerns about misinformation circulated via social media, and highlighting resource pressures on their inspectorate team.

Despite the assurances, protesters have vowed to continue peaceful demonstrations until stronger enforcement action is taken.
