More coffee and quick eats are on the way, with Frankston City mobile food vans set to expand across multiple locations from 1 June 2026, following an announcement by Frankston City Council. The rollout includes a new licensed site at Carrum Downs Recreation Reserve food van location, introduced after community feedback.
Council said the expanded program follows its latest Expression of Interest process and is based on updated Mobile Food Van Guidelines shaped by community and vendor feedback in 2023 and 2025. The aim, according to Council, is to support small businesses while improving access to food and coffee services in public spaces.
Riviera Car Park Operator Receives Licence Extension

Council highlighted Riviera Car Park Seaford coffee van operator Rolling Mugshot, run by Jimmy Abou-Karroum, and confirmed he has been offered a three-year licence extension. Under the new agreement, the business will operate mornings, seven days a week, from 1 June.
Council said the operator held a community event last year that raised $850 for Theodora’s Cheerful Givers, which supports people experiencing hardship in the Seaford area.

Council said Mayor Sue Baker described Frankston City Council food vans as playing an important role in creating vibrant community spaces and supporting local entrepreneurs who are testing business ideas before moving into permanent premises.

Council listed the following successful applicants as operating from 1 June 2026. It said lease agreements are being finalised and that trading times may change due to weather conditions and operator discretion.

- Olivers Hill food vans: Little Olly’s; Captn Brew; Fresh & Fuel
- Overport Park food vans: Harmony Place
- Riviera Car Park Seaford coffee van: Rolling Mugshot
- Carrum Downs Recreation Reserve food van: The Laughing Lark Mobile Café (van 2)
- Lloyd Park food vans: Coffee on Q
- Robinsons Park, Seaford North Reserve Play Space, And Sandfield Reserve: Bean Brewed
Council said residents can access updated maps and trading information through its temporary and mobile trading webpages as agreements are finalised.
The expanded Frankston City mobile food vans program is expected to increase food and beverage options across parks, reserves and foreshore areas while supporting local operators and employment opportunities.
